Bought on E-Bay from a seller in Israel, I know it's a cigar cutter, what is the purpose of rounded top with a V notch in it.

It is for pulling the nails that secured the lid on cigar boxes back in the day. You pry the lid with the beveled edge, pull the nail with the claw... I think that there are still some companies that use nails though.
I have the same tool, makes a nice cut.

Yes Charlie Solingen, it was on the bay for 19$, put a bid of 25$, nobody but mebid and now it will be shipped from Israel. Little story in the late nineties after my Cancer radiation I bought a Valkyrie Cruiser, ordered a lightweight jacket with padding from Israel, the day it came in and was brought into house 2 men FBI postal inspectors knocked on door and asked to see package, showed them, they nodded, left without any explanation, very weird.

In the late 90's Israel was the only place where you could get legal pharmaceutical THC (pot) in powder form, and there were folks who could order it and it was smuggled in, in various ways...they may have been looking for traces of that...maybe. Had a chance to try it...whew, it was serious stuff...I left it alone, was too intense for me.

I found one of those once at a swap meet. I paid like $2 and sold it to a guy in Israel for $15. Small world. I really hope that that is the one you sold. How interesting would that be?
