To me the stag head looks like a tobacco container, many pipe smokers back then found a blend they liked and that was all they smoked. Guessing that the large brass tray was for containing your mess when filling the pipe and maybe holding the tamper and matches. If it was used as an ashtray, I would think it would show signs of it being so.
Guesses on my part.
Cool stuff!
Edit: Upon a closer look, it looks like the stag container was used as an ashtray with the creosote looking buildup.

Edit: it's 1.25 deep and 1.25 wide.

Very cool piece quarter sawn oak perhaps. Maybe very early craftsman style simple square lines post Victoria and pre art deco. I am the farthest thing from knowledge on these maters just take an interest in them. You are very fortunate to have this piece of history.

Could the stag head be a match holder? It's too shallow to hold a match. Based on the heavy material, brass lining and the size, I suspect that it is to dump your bowl and snuff any coals.

A very cool pipe stand! Other than a very tiny snuff box, I'm thinking the deer head was possibly a form of a small tinder box. You'd keep your tinder starter material in the drawer rather than in the deer head, and then you'd start some material in it to light pipes or cigars. Could be entirely wrong, but I'd also assume the deer theme plays along with this having been a little smoking station in a hunting lodge somewhere.

This stand or one identical to it has appeared in a pipe/tobacco forum before (not necessarily the Briar Patch since I read other P&T forums as well) sometime in the last few years. I recall that postings related to it at that time included speculation that it wasn't even a smoking stand at all. The most likely non-smoking stand speculation was that it was a stand used at a fraternal order lodge. With the elk heads on this stand then it may have been associated with the Order of Elks. If it was a stand used at a fraternal order lodge possibly it had a role in initiation ceremonies.

I don't see any other corroborating symbols though. And all the decorative pieces are contiguous, and there are 4 holders that would seem to be for pipes.

I suspect the elk heads were added afterwards. Doesn't really fit with the style of the stand
