I reckon that's his way of getting around a Reserve price, although I don't think it worked out for him cause the same pipes are up again after selling with a more realistic shipping cost. eBay Auction

LoL! This trick is as old as eBay. It's sort of what RD said it is a dodge in that you don't pay the sale fee on shipping costs just on the sale price.

When we first started using EBay, the wife got on and was excited at how cheap the charms were for her Zoppini bracelet compared to brick and mortar. 10 charms each had a $15 per unit shipping fee and they all shipped in one letter sized envelope.
That sucked, but she agreed to it when she bid.
It took about 20 years later, but she agreed to terms on some "free" miracle beauty cream... (think repackaged Jurgens)... that costed us 350 bones.
I am hoping history doesn't repeat.
