Gentlemen/Ladies I have a vintage Edwards pipe in need of a complete restoration including having a new stem made. I need some suggestions on who to get to do the job. Thanks.

Mike,
as you know, I like to do this kind of work on my pipes. There's something about resurrecting one of these beautiful ol briars that I find really satisfying.
I'm not offering my services, being as I'm relatively new at this, 8 months or so, but if no one chimes in I do have a recommendation for you.
Of all the restorations I've done, only one of them required me sending the pipe out for a new stem. I sent it to Ric Farrah @ Briarville.
Great guy that does really nice work.
To be clear, I did all the work on the stummel myself and had Ric make a new stem for me.

I have had excellent work done by Mike Myers of Walker Briar Works in Ann Arbor.

Ditto on Mike Myers. I haven't used him myself, but I know several people who have and Mike turns out excellent looking results.
