I have a few packages of Tabac that came bone dry. I figured that was the way to smoke it, as everyone says to dry your tobie out. After that, not seeing its virtues I decided I want to jar it. Now the question:
Should I cellar this bone dry or with some moisture? I am sure aging will take place either way, but my thought is that moisture will help fermenting of some aerobes.

I think Semois always comes bone dry and is meant to be smoked that way. You're probably right that moisture might accelerate aging, but then again that might be turning it into something different than it's meant to be. Kind of like humidifying a dry-cured cigar? I dunno. I can't stand the stuff, anyway!

Being a Burley variant, I doubt there will be huge improvements over time. I've stored some bone dry, the way it ships, and opened it after a year ... little to no change. So, IMHO, I would store it dry and rehydrate as necessary when the time comes to smoke it.

Being gifted a big old bag of the stuff , it was as dry as the Sahara .I tried the wet paper towel method to rehydrate just enough for a test run . After rehydrating I gave it try ummm okay . Tried it dry seemed to like it better . Put the whole dry lot in a mason jar to revisit at a later date .

Don't rehydrate Semois, it will mold and won't taste right anymore. Store it as it came in a mason jar.

If I know a blend is supposed to be dry, I usually keep it that way. As long as it's stored properly, it should stay at it's optimum level of hydration.
Some manufacturers give ya more tobacco for your money that way too. Less moisture means less moisture weight & more tobacco ... most of Russ' blends are like that & they smoke great!

There is nothing wrong with hydrating Semois. I have a few pounds of it in mason jars that I hydrated back to a normal moisture content a few years ago. Like Cobguy said it is a Burley variant (there's also a Cigar Filler variant too)so you are not going to see any improvement with aging.
Re-hydating tobacco is a learned art so just don't hose down your tobacco with water and seal it in a jar. You can buy a moisture meter (very cheap on ebay) and rehydrate to about 16-20%.
Semois should not be smoked dry- no tobacco should be smoked bone dry. The idea that somehow Semois is mystical and needs to be bone dry comes from a marketing gimmick that Vincent Manil thought of. He does not have the ability to tin his tobacco so he wraps it in foil. Knowing it will be bone dry upon arrival he says "its meant to be smoked dry" I say BS.

Take a pipeful into the palm of your close-cupped hand and breath some moisture into it. Won't change the flavor much, but might slow down the burn.
