Any thoughts on improving the draw on an otherwise treasured pipe (aside from resorting to a professional)?

Are you trying to get more draw? I usually use a small wire brush and poke around. It will help take off some residue regular cleaners didn't get it.
Slowing your draw. Filter replacements, maybe. They are only about a buck apiece and will draw it down some without altering flavor. That is the only issue I have with wanting to slow one down. Remove filter and replace with tube.

If it's a bent pipe it really may be a residual issue. I was able to help a few pipes along with the wire brush, which bends and unbends letting you scrape more off at the curved part. Regular cleaners, even with bristles, don't do as well

I had an estate pipe that had a restricted draw, I used the drill bit that comes on the senior reamer in the shank, and the crud crawled up the bit that had previously been undetected... that solved my issue.

If it's due to the drilling of the pipe the only way to open it is more drilling. What make of pipe is it?

I have found the most common cause of poor draw/airflow is the stem. I have lost count of the number of pipes that I have opened up the draw to my preference by countersinking the tenon face and properly funneling the slot. I have rarely needed to drill out the airway in the shank of the stummel.
However, this requires using tools on your pipe. If you are not comfortable doing this to your own pipe, send it to a professional.
Note: I am assuming a properly cleaned pipe with all gunk and build up already removed.

I recently acquired an estate Charatan (I'm smoking it right now) with an airflow that is too open. Someone overdid it with the drilling; I'm sure it didn't leave the factory like that way back when. If any drilling is done, it should be very carefully gauged and performed.

I do this stuff professionally, and John has it right IMO. You didn't say whether the pipe was always restricted or if it's a recent development. If the latter, it's just rigorous cleaning. If the former, then toolwork is indeed required.

After 45 years of pipe smoking ... he probably has the packing down OK. LOL Restricted draws on a pipe are the worst and it sounds like sending them to a Pro may be the best bet. Good luck and let us know what you decide.
