I can understand. So much destruction can occur from one burning ember that hasn't been extinguished.
Something like that never enters my mind over here for obvious reasons.
That said, if it's been dry for a few days we can get gorse fires on the mountains from glass bottles that have been left. The sun shine through the glass and it acts like a magnifying glass and sets the gorse on fire.
I suppose that could also happen when you are.

In the greater Phoenix area, the advisories are because of air quality. The fire restrictions out in the country is because of the risk....It sucks when they put the ban in place, because a campfire is cool, but I get it, and follow the law. Just a few weeks ago some knuckleheads had an illegal campfire that burned down peoples property and quite a bit of forestry...I would hate to have that on my conscience let alone the legal costs and prison time.
Common sense in fire building along with constructing a defensible zone, you could have a fire in a lot of places, but common sense is not so common, so bans do make sense at times and places.
The smoking bans in California make sense out in the woods, and countryside where wild oats grow seemingly forever...California has always been a tinderbox, pollution control by banning smoking on beaches is silly, but I think that was borne more by cigarette litter, with a healthy dose of government re-education on the perils of tobacco.

Inexpensive to purchase and all you need is too save all your newspapers....and your neighbors โ neighbours โ so you Brits understand my English...lol .โ No charcoal lighter fluid required, will give a nasty taste to whatever your barbecue or smoke. Light the tightly rolled paper, stuff down the shute alongside you hardwoods or charcoal....real easy๐
