The latest ruling was that Indie's blending in store tobacco are not considered tobacco manufacturers as was previously put forth.

Sadly though, this judge was thought to be tobacco friendly, most of his rulings are friendly towards the regulators.

There was talk of 1 oz baggies being eliminated in the original proposal and that has now gone by the wayside. Independent blenders from your local B&M to small operations can now blend without fear of being considered a manufacturer and the fines that would have entailed.
