When a description of a pipe says it has light chatter on it what are they referring to?

Light tooth marks on the bit. Maybe a fair amount of them, but chatter means light marks to me anyway.

I read that as light tooth marks (chatter) on the stem.

I refer to light chatter as roughness, orange peel, abrasions etc. Things that are just minor. A tooth mark (s) is a dent or dents and is major to me. Then you have a bite thru or a hole and then you have a smoker who was hungry and chewed the end off.

My Grabow has chatter, very light marks. My cobs on the other hand have teethmarks (indentions). My "good" pipes are mostly flawless. I havent been hungry enough to chew holes in any of them yet.

I reckon I'm pretty anal compared to most, I hate teeth chatter of any degree on my (briar) pipes and so I use softies on all my stems. In fact I have to keep my pipes at least looking like they were purchased a few weeks ago or I'm just not happy. But, I must confess I don't feel the same way about my cobs, they get beat up and smoked to hell.
