I found this on FB from Linwood Hines, who is a key member of CORPS (Richmond, VA). He used to work for one of the big tobacco companies there and is very credible.

Use the calm logic displayed on this very well done video and explain your distaste with this regulation, and ask them to reply to your request. Furthermore, you should know that the person heading up this FDA project/office is Mitch Zeller - a former lobbyist for the big pharm companies who make "nicotine replacement" patches/gum, etc. - are you smelling rat yet? Tell your congresspeople that you suspect this person of conflict of interest because of his association with his former employers and you would like Congress to investigate this relationship. Zeller has a Hitler attitude. Look him up. Please pass this info on until every pipe smoker sees it, and calls his/her Congressional representatives (Senate and House)."
