So far, two of the Sutliff Dunhill Match blends have had name changes. Match 965 is now Match 20. Match Elizabethan is now Match Victoria. I wonder when the other names will be changed? I think it's not hard to figure out why it is happening, but if copyright is the issue, Dunhill sure has taken their sweet time in wanting the changes made.
I notice P&C hasn't changed the names yet.

I kinda get Victoria, but what's the significance of Match 20?

Is sutliff linked to charatan in any way or did dunhill sell the recipes to more than one buyer?

Jim, was the name change “ forced “ in any way?? All in the name! That seems to be a reasonable conclusion, and it's the one I have made, but that's only my opinion. The only other possibility I can entertain at the moment is that Sutliff did this on their own to avoid potential problems. But either way, it's a late change in the game.

Excellent conclusion “ avoid potential problems “ in the near future.

I would be hard pressed to believe Dunhill sold the recipes. From some (a few) reviews I've seen the 'clones' are just bad matches.
