I just purchased a Dunhill 1967 group 4 Shell Billiard in outstanding condition online with minor Spider Webbing inside the bowl. What exactly is this and will this lead to burnout?

I’d either coat the chamber with a thin layer of pipe mud or use George’s method, he posted a few videos about two weeks ago on here. A longer process than pipe mud but well worth the effort. Good luck

Heat cracks can and often lurk under cake without an issue. I hope the seller didn't over ream the pipe looking for clean wood. A small pipe like a group 4 might not have a lot of wall thickness to spare. If you're worried coat the bowl with some pipe mud and take it easy till you redevelop the cake.

Anecdotal, but I bought a WO Larsen from SP and it was described as minor spiderwebbing, going on five years with no issues...I have not done any pipe mudding, etc...
