As a young man at 15,my father and I rescued people off of roof tops, I beat the snakes off while they jumped on the boat from their roof tops, weeks later we went on body recovery, no Coast Guard, just civilians helping civilians, my home town had our gym floor full of clothes and shoes, which Red Cross was trying to sell to people who had lost everything, Fast forward to Andrew, our little fishing community was hit hard, no Red Cross, but Salvation Army was there with hot meals and water, I have personally seen Red Cross not being there, maybe they did good elsewhere but for me they suck. I’ll always give to the Salvation Army.

Don't get me wrong I have great respect for local chapters of charities but by the time it get to DC it becomes convoluted.

I have always liked the Salvation Army, they seem to have a diminished presence here, and Goodwill’s are everywhere.

I'd be leery of putting too much stock in that Grassley report. Politicians have a long history of "pet" projects, and in the end, the numbers didn't end up supporting his claims.
I know folks who have done work with Charity Navigator and I know how tenaciously they'll go after crooked charities, so personally I'm inclined to listen to what they say.. but more importantly, in contrast to politically-rooted inquiries, the Charity Navigator data is clear, reproducible hard math based on publicly available data. That's hard to "twist".
I'm not trying to tell anyone where they should donate their money. Everyone should definitely do what they're comfortable with. I just think it's good, when it comes to these kinds of claims, to try and separate popular stories from hard data and evidence. The two seem at odds, here.

I trust charities who are able to have full oversite of themselves fully without interference of that pesky Government Accountability Office. Lets hope bill s1568 passes.
