"Tobacco: The Food and Drug Administration (FDA) is delaying new tobacco rules.

To comply with Trump’s regulatory moratorium, the FDA will delay new requirements for tobacco product submissions issued in December that block the agency from reviewing applications that are not written in English.

The submission requirements will now go into effect on March 21."

I may not be an espert on any of this but all that really says is they aint going to review/reject any applications that are not filled out correctly or not pertaining to the new FDA application guidelines until March. Does not mean that anything at all has changed or will change in regards to the current laws on the books. Sorry but IMHO that has no effect either now or in the future to anything either in a positive or negative way to the FDA regulations.
