Ridiculous! I guess that if the cop wanted to be a jerk he could cite them for violating a civil code, but to arrest someone for smoking a cigar is a reach.
It takes all kinds.

In 67 I got blown up in a control center, Ethylene trailer blew up, shattered hundreds of houses, windows in North Baton Rouge. I had a coke machine on top of me, wriggled out, my elderly friend was hit by a steel door and was bleeding very bad, took my jacket off and made a tourniquet around the wound picked him up and half carried him to a side gate where Amblance took him. I went back to unit and crew from another unit was there, I was the only one from my unit, we shut down the furnaces, we went to main gas valve and shut it off, Compressors slowly died, we went back in control center to see if we had missed any survivors, we found none. I followed them to their control center, got a cup of coffee, bumbed a cigarette and went to smoking bench in front of unit and drank my coffee and smoked. Night Superintendent drove by , his bubble gum machine on, he rolled down his window and shouted Put that cigarette out. I looked at him and said F*@K You, he looked at me and took off, if that old man had got out that car I would have put a bad asswhipping on him. Only time someone yelled at me not to smoke.
