I'm a bit confused by his listing. It states that the item is located in Maryland, but that he is going to ship registered mail from the EU. Did I miss something? Or did he mean to say that he will ship TO the EU via registered mail?

I read it like you did. I think the seller has somehow gotten a US address and registered the ebay account there - or that is my guess.
