It was likely an operating system message telling you it needs to download and install the latest update. They do this to save you time and data instead of trying to download a large piece of software over the cellular network. All smart phones do this on all carriers; iPhones and Androids on ATT, T-Mobile, Sprint, Verizon.

Most phones won't automatically download large amounts of data on cellular service due to time/cost and will tell you to be on wifi where it's fast and free from the phone plan point of view. AT&T doesn't "know" it's just the phone noticing it needs an update and defaulting to that message when there is no wifi service. You should be able to override it if you want to go ahead and do it.
