There are so many different ways. I've found that adding a tiny bit at a time with a small tamp after each addition works best for me.

Pretty much the three pack method works for me.
Muttnchop (in the OP) always has good advice.

I use the three pack method with a little twist. The first two packs, are very light. The last pack, I get a very thick pinch of tobacco, and mash it tightly in my pinched fingers. I jam it tightly into the bowl. In the verticle plane, the tobacco isn't very tight, but horizontally, it is. I test the draw, because this method can be too tight, at least until you've practiced a few times. I find this method quickly achieves a strong ember.
