I have a friend who's on holiday in lake Powell in arizona.
He said he'd get some otc pipe tobacco in Walmart when he's there (if you can even get pipe tobacco there).
What otcs are generally available in the likes of Walmart? I'd like to give him a list in order of priority.

One will sell one thing while another sells others. But in Walmart, grocery stores, pharmacies and country store's, one can find Carter Hall, Captain Black, Half and Half, Sir Walter Raleigh, and Borkum Riff.
Now which brands and what versions will vary though.

Your friend may be able to find Prince Albert, Smokers Pride (or some other bagged tobacco), Captain Black, Carter Hall, or Sir Walter Raleigh/Sir Walter Raleigh Aromatic. Any one store will probably have one or two of these OTCs. He should look at Walgreens as well. My Walgreens has some bagged tobacco, and one other name brand OTC, but I don't recall which one. They usually carry a few inexpensive Dr Grabow and/or MM corn cob pipes too.

I've seen Borkum Riff for sale OTC also.
I haven't seen Sail, Amphora or anything else in years.

Carter Hall, Half & Half, SWR & SWRA, Captain Black and Prince Albert are always nearby OTC. Sometimes Borkum Riff. No more Amphora for years is sold OTC. You have plenty to choose from👌👍👍

He'll probably have better luck at Walgreen's, CVS, Rite-aid, etc. Drug stores normally have more of a selection and better prices. CVS proudly declared that they are a healthcare provider and clearanced out the stock some years back... you cannot even buy flints there.... that healthcare organization has plenty of booze, sugary snacks, etc, though. If he flies out of Phoenix, and can swing by a tobacco ahop, he will have better luck... the pickins are slim in Page Az. (City near Lake Powell).

Prepare to be disappointed by the American OTCs.
They basically come in two forms: * mild, but inoffensive * goopy aromatics
Not much in between.
Some of the "mild, but inoffensive" category is good but it's not going to blow your mind.

Shockingly I was extremely surprised just how well SWRA smokes, I have enough jarred for a number of years. Plenty of taste and definitely a non-goopy aromatic. For me Carter Hall & SWRA are the best OTC’s available today. I was never a cigarette smoker, Prince Alber has the “ aroma “ of smoking a cigarette.......JMHO......YMMV.

I wish I was with him, or at least flew out with him and did a tour of the patch. He is there with his family so it would be a bit weird if I was there too. You're allowed to bring in 250g of tobacco into the UK. He's flying to Belfast, I think, but regardless, it's still the same. If he flew in to London he would declare on arrival there but he wouldn't get checked in Belfast at it's a domestic flight. That said, I wouldn't ask him to bring more than allowed. He's with 2 others, so in total I could have him bring 750g in. However, I don't want to take the proverbial, so I've asked him to bring just the one pouch home.

Seriously Paddy, if he's a good friend & is happy to help, have him bring in 750g for you. The U.K. will follow nanny state Australias example sooner or later. We can only now bring in 50g, that's it. 50g is now $85. The U.S. has tinned blends that you & I will never see. Grab every opportunity to stock your cupboard while you're still able. Although there's heaps of blends that I will never get to try, at least I've now got a variety of nice blends from which to choose because I struck while the iron was hot. Go for it.
