Much as I hate to involve police, Charlie is right, a few documented reports and a couple of visits to the neighbor from the sheriff's department will likely yield the best results. My dad had a dog that chased down a UPS driver in Cass County, the lady contacted the sheriff's office, they came out and told my dad he had one warning, get the dog in line or keep it contained. If a second report came in, he would have to have the dog put down.
Neighbor might get that "I'm not responsible" attitude with you, but I doubt very seriously he will get far using that junk with the cops.

Common sense tells me that you should be able to use deadly force against an angry animal, but the devil is in the Texas details. Typically the law is keyed on that the first person to file a complaint is looked upon as the victim....this guy could beat you to the sheriff, and say that you are harassing his dog by spraying it and provoking the dog. Now he gets to play the victim and you are the angry curmudgeon that has wants to kill his beloved pet. I know that this goes against your western sensibilities, and to live peaceably with your neighbor, but that horse has left the barn... It is good advice, and one well worth considering. Did that the very same day I sprayed the dog, so ya see no one gives a hoot in hell about anything around here except them selves. If I can ever move ONE more time, I'm out of this filthy one horse town and these East Texas Jackasses can be swallowed up by the jaws of Hell for all I care.

And the other is "Well when you live out here ya gotta get use to that, its a part of life." Does anyone want to join me in smacking these morons in the backs of there heads till there eyes pop out?

That is the way it was here when the crazy neighbor with the Italian Mastiffs was next door. Animal Control, aka, the then Sheriff's nephew, was too frightened to get out of his truck. So, nothing happened. The Sheriff back then told me get a court order and he might do something about the dogs.

Okay, desperate times call for desperate measures! Time to go stealth! If you honestly believe that this issue will not end with common sense, you may have to don you black ninja suit and "relocate" the dog in the middle of the night. The phrase I learned was "taking the dog to a farmer".

To be honest I've done this with other animals, setup a trap and then take and release them miles away but, for this one I'll need a tranquilizing gun. I aint getting near that mutt without a gun or a shovel.

Seems to me the guy wants the dog to be aggressive toward strangers, but claims that he wants the dog to behave differently toward Ron. It all boils down to irresponsible ownership. I got a puppy once from some a-hole that was training GSD's to be guard dogs. Guy wanted me to linger outside the door and wait for the dog to charge so he could check it's reaction, then he called it off and invited me in. Needless to say, I took the quietest, most mild mannered puppy and never went back. The whole thing just seemed wrong to me. A good dog will act as a guard dog out of instinct and a desire to protect it's owner, it doesnt need to be trained to be aggressive.

Had a funny thought, here is another approach you might consider:
Get a box of dog treats, or a bag of jerky or something. Every time the dog charges you, stand tall, tell it to sit or something and offer a treat. After a few days, the dog will associate you with food, and will end up taking commands from you. In other words, it will wind up being your dog. Take that douche-neighbor.
